Q: is it low beam or high beam. I read a review which said its high beam ?

On my wife's Kia Soul it is high beam! I don't understand where the confusion started but they do not state it properly because I was looking for low beam and this only fit the high beam side. The low beam i needed had a black base that gets twisted on. This is the center one that needs that retarded clip that Kia uses.

Q: Are these led? and are they just plug and play?

It is halogen, not LED. And yes, it is plug and play. I have used these bulbs for many years and like them very much.

Q: Will this work as brights on a 2006 Chrysler Pacifica?

Q: Does this shine blue-ish ?

It's actually much brighter than the one I replaced. However it only looks very slightly blue
