How the specs are different compared to older model "ebl smart rapid" charger?

Your question is difficult to understand but I can tell you there is not much quality control with this company. Their descriptions are not very accurate and if it says rapid charger it is probably just a marketing tool. I purchased these batteries for my Apple mouse and they are not powerful enough to run the mouse. The charger works but the lights telling you about the charge are not very reliable. So if you just need a batter with less then 1.5v then these will work. If you need 1.5v then these will not work. Good luck.

Does it come with any batteries?

Yes, it comes with four AAA batteries. Not the normal AA batteries.

Will it charge 2/3 aaa & aa batteries?

Can charge 4 of either AA or AAA
