While they are close they are not exact. Pelican changed a few things to save on weight like removing a handle on the top of the case. While the handle was a little more confident foe a person who may be moving it multiple time daily, i think that the weight saved completely offsets the minor differences in the case. When traveling on airlines every lb actually counts, if you are efficient and want to save every second that you can.

What are the inside dimensions?  Also it appears that it has two holes on each end for pad locks. Is that correct?

Yes, there is a warranty card in the box. I can personally attest that pelican will stand by their warranty. They replaced my 1630 box that was at least 10 years old.

Is this the 2018 version with the top handle on the side with the telescopic handle?

Yes ,this case  is great it will hold my 400 2.8 canon lens camera body with a few extras
The side handel balances the weight pretty good but the telescopic handle and wheels make it a Breeze running through the airport
