Does this require to have Omada-controller also to work

it doesnt required .. but its compatible with omada ..

I see it doesn't support both failover & loadbalancing but on loadbalancing mode 1 isp fails it will shift load 2 the other isp that is like failover?

Yes it shifts the load to the "other" ISP if you turn on the option of Link backup in load balancing within transmission. I have tested it.... Works well. Also if you turn on "enable load balancing" and in online detection keep all links online I think it does load balancing also....... I am getting speeds better than what I get on individual ISPs. This is anecdotal and not tested with any equipment. Good luck as you try this.
