what does W.W. stand for?

Probably WhitWorth and older, mostly British thread standard. The chart on the scale is tap drill sizes

Engineers scale is decimal divisions, isn't it, like 1/10th etc, not fractional?

This is a metric rule, so yes it is marked 10 mm to the centimeter on one edge (out to 15 cm). The other edge is marked with 1/2 mm divisions so there are twice as many - 20 to the cm. The back has some handy conversions between english and metric and a tap drill table for metric screws.
