Fits up to 20 inches. But how "far down" does it adjust to? I'm petite.

Has anyone used this product with a torn calf muscle and this has helped more then a walking boot?

It is very good for everyday usage and exercise. A walking boot is useful only if you have an acute injury and are needing to heal up from that. Then you can use a brace like this one.

I would say it is safe to wash, but maybe air dry it.
