No tips are not covered. I bought a tape. To cover the tips.

Q: Can these tips be used on the hood of 2013 e350 Mercedes?

Yes as long as you can get to the backside of the dent. However If you're not careful and have a good understanding of how to properly use the tools, you can and will create more damage. So if you want to try, I highly recommend going slow and use a lot of patience. Also if you live in a cold climate, you may want to heat the panel until it's warm to the touch.
