Yes, I use it as a moisturizing skin cream.

Can I refill the tube when it is empty?

I would not think it could be refilled and I am not sure why you would want too.

What is the active ingredient and it's percentage? Is it the same as the ointment? (dimethicone 2%)

It doesn't give that in the ingredients but this is what it does have: purified water, petrolatum, sorbitol, cetearyl alcohol, propylene glycol, ceteareth-20, simethicone, glyceryl stearate, PEG-30 stearate, sorbic acid BHT

can this product be used on lips?

Vanicreme also has lip protectant/sunscreen. I love it!
