Will it tell you if you have bad power?

This is simply a speaker. It plays the sounds the motherboard sends to it. Unless your motherboard can do that without power, no this product cannot tell you if the power is bad. Some motherboards might have beep codes for power issues so you would have to consult your motherboard's manual to see what those codes are.

Anyone know if i could use this as a very basic pi speaker?

"Very basic" would describe it well.  It works as a computer speaker to emit the beeps during boot that identify the BIOS state.  It might lack nuance for choral works.  Bass response can be predicted from its size to be negligible.  Does the pi hardware support a speaker interface equivalent to that of a full sized motherboard?

It is intended to plug into the same block of pins that such devices as the case on/off switch, HD light tell-tale, and other case connections do.  It provides a mini speaker when such is not provided by the case.  See your motherboard directions.

Is this a buzzer or a speaker? The connections are different for each.

It's a beep-code speaker.  They call it a buzzer because emitting beeps to help diagnose PC problems is its intended use.  You could probably connect it to a low-powered audio source and get output but it would not sound all that great.  The connector provided is for the code output on a motherboard but you could cut it off and wire it to something else if you like but, again, it wouldn't sound very good and wouldn't handle much power.  If you need something for other than its intended purpose you should just get something else.  The connections reference is irrelevant.  A toaster in England has a different connector than one in Ohio but it's still a toaster in its respective country.  If you take the one from Ohio to England and wire it up to a different connector you'll "toast" the toaster.
