Will this work for small latch hook projects like pillows

Yes- works for any latch-hook rug kit. Uses a series of small nails in wood to hold your project in place.

What is the measurement of the gaps between the cross bars, where rug is pulled up and the space for hooking the yarn?

Spaces vary from 1 5/8" to 2 3/8". Hooking the yarn is done on the front side of the rack, not between the bars.

Does this fold up whrn not in use

No it does not fold up and it is really not worth the price to wobbly but I guess it is ok just not worth the money
