They’re pieces to construct letters - not all full letters. But the tallest pieces are 7.5”

How man students can use one set of these?

You would need one set per student. There are just enough pieces to make each letter, no extras, unless you just happen to be building a letter without many parts, like capital I. You could not, for example, make more than one capital B out of the same set.
