Can this be used to fix a broken plate and still be able to use it ?

No Jadene it is much too thick like putty and is more of a mouldable filler glue. What you need is one of the many two-pack Epoxy glues for that job. "Gorrilla Glue " does a clear double tube two-pack that is easy to mix and has a spatula to apply to the broken areas. It is available on Amazon under DIY. I use a lot of it so i know its good.

What size garden wall ring for wire will it take

The more you mix the bigger the moulded ring. Dont expect to hang a lot of weight of it though. Better to drill and fit a metal ring with screws.

Is it possible to remove and reuse Sugru? I made some hooks out of it and want to move them to another location.

You wouldn't be able to remould it, you could stick it to wall with glue (in new spot). I might try rapping fresh Sugru round old so it sticks & add enough of a ball to stick it in new place. A bit like adding blue-tack to a poster. It should take less Sugru than making a new hook. Maybe pick a different colour, to add a design.

Can thia be used for self adhesive tie backs that dont self adhese ? Its straight onto paint and plaster as would be usual ln households

Thanks for your question - Sugru will adhere to plaster and paint - please follow these handy tips to ensure your Sugru cures in the right shape - https://sugru.com/how-to-use-sugru Can you email hello@sugru.com with more details about self adhesive tie backs that don't self adhese?
