The best way to check compatibility is with the motherboard maker, but also, more importantly check the Intel website. (ARK) The H97 chipset is listed on Intel. The i5-4460 is listed too. You can see what CPU's are truly capable of, on the ARK.

Can this processor handle dual GPUs? Say, two GTX 970s?

It's not so much the CPU that does the handling. It's the motherboard that decides whether to handle or not.You mean, does it bottleneck? Depending on the type of game, if it's CPU or GPU intensive. A GPU intensive game, this cpu will do fine. Even with the most CPU intensive games, this processor does a pretty good job of keeping up.
