Some of the bird seed from our bird feeder ultimately falls on the ground. Will this hurt dogs?

I do not know but if your dog eats "spicy" foods, this will not hurt him; he just won't like the taste and will probably drool a bit. It is mildly "hot" and I, in fact, add more granulated cayenne pepper to the mixture to keep the squirrels and deer (yes, they eat from my feeders by licking the openings) away. Try feeding a small bit to the dog and see the reaction.

Doesn't say on the package or on Cole's' website where seed comes from or is made. But definitely is a U.S. family business
