Is this hot press or cold pressed paper? Is the surface rough/textured or smooth?

The artist I ordered this for says the following: It's a unique paper-definately not hot pressed but unlike any other cold pressed either. He likens it to painting (water color) on a super thick paper towel. It's like no other paper-he enjoyed it quite a bit. Does not buckle.
