will it work on a felt cowboy hat?

All it is is foam door seal they have bought in bulk, cut and sold for huge profit. Go to the hardware store and get a roll of foam door seal, 1/2” with tape on one side . Cut and put it in your hat band. It will work on a felt hat.

Can you peel it off of the hat without it leaving residue?

I don't know as I've not tried to remove it from a hat.
