Turn off and unplug then restart again and see if error disappears. It can also bring up an error if you open while it's filling with water so always pause before opening. If this doesn't work then I would send it back.

For the 2.0 cu capacity black amd decker portable washer what dolly? do you recommend as I want it to permanently be on dolly.

You don't need a dolly. The back of the washer has wheels. Just tip it back slightly. It's very easy to move.
