Q: Is it possible to buy these brackets without the mirror?

I’m not sure, sorry but what I can suggest is going to ur local hardware store and buying something in the color ur trying to match and compare it to the faucet. You can then return it. That’s what we did. Hope that helps. Good luck.

Q: Can the brackets be located on the top and bottom edges of the mirror so it can pivot side to side rather than up and down?

I think you could.... the mirrors have a place that the brackets are mounted on all four sides.
