Is this a writer too?

Yes of course it's a writer too. I use the desktop version 3121 of this reader daily to write to smart cards. (I work for a smartcard company) The desktop model is nicer to use so that you don't need two hands to put a card into it.

Where do i get software for this device ?

Depends on what card you use. Check with card issuer what software to use.

Does it work with Chromebook.?

The device itself should work fine with ChromeOS, but you should check if the necessary software for your smart card is available (you should check with card issuer probably).

does it come with a writing softwear ?

No, there isn't any writing software.

DEFECTIVE

I didn't used after purchasing for almost one year, and decided to open now. Surprisingly, it not works through workbench. On windows, I couldn't work with this, tried on Mac. Only through terminal it can show that reader is visible and works, but on workbench same situation - not finds. Tried multiple times to reinstall but not helpful
