Are these basically the same as the smile face one?

The smile Big Daddy is all scrubber material. This one has a scrubber side and a sponge side. I prefer this one, as I can use the sponge side to clean in small spaces, as in my grandson's bottle parts and small teether toys.

Can I use on my stainless steel stove top? How about in my oven?

I am not sure of your stainless steel stove top. I would check with the Scrub Daddy company. Yes, works great in the oven!

Formica laminate countertop safe to scrub?

Yes, these sponges do not leave scratches when used according to directions.
