The diameter of the spring bar is 1.8mm (Due to dimensional tolerances, the diameter will be between 1.78mm and 1.80mm). you just need to measure the lug width of your watch (or buckle width if the spring bar is to be used for a buckle) to choose the spring bar. For the 22mm spring bar, the uncompressed length is 25.1mm, the compressed length is 21.8mm.

Will the 23mm fit Citizen Navihawk and world with a nato band??

I do not know. What are the specs on the original band? Mimic those specs.

Would this fit a Rolex submariner 20mm?

This is a good question! I have watches with 20mm and 22 mm lugs. Many nice straps. I wanted a stronger solution, so I ordered 23mm pins for my 22mm Promaster Tough. IMO, the pins are stronger the longer the main 1.8mm barrel and the less extended the telescoping pins. They fit nicely, so I ordered these 21mm pins for my Invicta divers, one a 9094 used as a beater work watch with "NATO" (actually, Zulu) straps. (I cut off the dingleberry strap to shorten the wearing height by 2-3mm, thus, making a NATO from a Zulu). The 21mm pins fit, but tightly. I don't recommend doing this with an end link, too tricky.
