Can you use over makeup to blur

Hello. What I know from using this product for 3+ years is that it works really well for me 'under' my make-up (spray on make-up ). If used over make-up it would more than likely smear your make-up. I love this product and my husband says it makes me look younger. I am 72 yrs young. I also have tried using it with regular liquid make-up with a sponge to apply it after using the blur product. It works fine but I think it works better with my spray on make-up. I hope that answers your question. Enjoy the product.

Can I use my moisturizer under this?

I use my moisturizer first and then put this on. It is llike a light makeup. But my skin is dry, and it doesn’t go on smooth without the moisturizer first for me. You will want to try it both ways. You can also put your moisturizer on after if needed. I do that when I forget.
