No this item does not come with batteries

I have purchased this charger but i cannot get it to quick charge despite trying 4 different "quick charge 3" chargers. sure its qc3 compatible?

For it to charge fast you can only use the two outside charging points (so it’s only a two batter charger if you want it to be fast) and even then it’s not super fast the two middle charging points are useless unless you are charging over night.

Is this suitable for 14250 (1/2 AA) ?

According to my manual it can charge 14260 batteries whether it will do 14250 i cannot say.

Will this charge 4 18650 li-on batteries that are 2600 mAh each all at the same time without complications?

Yes you can charge 4 batteries at the same time but if you do the charge rate drops so much on all four that it takes longer to charge them than if you did 2 at a time just using the outside positions.
