Q: Can this grill basket be used in an oven?

Yes, you can, the handle is removable.

Q: will small cut up pieces of veggies and meat stay inside when flipped? Like the size you would put on skewers?

I doubt it. I put whole asparagus spears in and they nearly fell out. Some were actually hanging out the side. Also the sliding lock slipped while flipping. This might be good for large items that fit snugly but anything else will try to come out. I returned the item. I now just put veggies on a sheet pan and that works pretty well.

Q: Would this be suitable for roasting hatch chilies on a grill? Is the basket deep enough?

I would think so - I use it for seafood on the grill. It has accommodated large sea scallops and rather thick salmon filets without issue.
