what are the dimensions of the bag please?

Bag with carbon (flat) is approx. 7.8" long x 5.5" wide x 1" thick.

Can this be used in making soap and facial masks?

Not a clue. I got this for an aquarium filtration system. Did you read the description of the product and the use for which it is intended? But go ahead and give it a try; you may end up becoming another cosmetics multimillionaire - who knows?
