are the exclusive characters on ps3 already unlocked if i buy the game used?

Typically when you buy used, you won’t be able to redeem any codes. It’s always safer buying it in new if you want absolute guarantee

How to unlock characters?

You have to keep playing the story mode

When the game was first released there was a controversial dlc on disc thing happening. Whay do they mean by that? Are the dlc on the disc?

DLC was on the disc. But we needed to buy it to unlock it. Was a big controversial at the time.

こちらは英語字幕のみでした。

ジャケットが輸入版の方が良かったので、安かったのもあり購入したのですが、残念な事に字幕は英語字幕しか収録されていないのが非常に残念でした。スパ4AEと、アルティメットマヴカプ3は日本語字幕収録で、スト鉄のPC輸入版の方のレビューにも日本語字幕可能とあったので、こちらも日本語字幕が入っていると予想して購入したのですが、PS3の輸入版の方は英語字幕しか収録されていなかったのは個人的に残念でならない。それ以外は全て国内版と同じなので、ジャケット買い目的以外の方は、国内版の中古が安く買えるので、素直にそちらを購入した方が良いと思います。
