Can they be used alone with no other extensions?

They are extensions and not actual modular cables for the power supply, only make extensions to your existing cables

Are these compatible with GeForce RTX 40 Series?

Only support GeForce RTX 4070, RTX 4060 Ti and RTX 4060 with 8-pin interface

Are these sleeves all that is needed for a complete build?

Will this work with any power supply?

They are extension, not plug into the power supply itself, so these work with any power supply.
