Do I need to use the Ibera rack or can I use the one I have ?

It didnt fit my Axiom front racks , I had to modify my rack to make it work, they fit well on my luggage rack.

do they have a shoulder strap?

These do not have any sort of shoulder strap, but they do have nice rubberized carry handles centered just over the top mounting clips.

What is the maximum weight capacity you carry per bag?

According to the manual, the max is 30 lbs per bag for these and another 25 in the top. I really wouldn't go more than that. Even just a grocery run which comes nowhere near 75lbs makes a bike really hard to balance.
