What's the difference between this and noco gc017 12-volt adapter ?

The GC017 is a pair of clamps attached to a 12V Female Plug. It cannot connect directly to any NOCO chargers, it connects only to a 12V Male plug. The GC001 is a pair of clamps attached to a NOCO X-Connect Plug, meaning it can connect directly to select models of NOCO chargers.

Does Novo offer a connection cord to connect novo GB70 direct to obd2 port?

There is a Noco GC025 and GC035, they have odb port connections with 12v sockets. They are for maintaining power to the car while the battery is disconnected to keep things like radio settings. They have 10amp fuses. They are not meant for jump starting.
