What do they mean by "heat"? Not looking for spicy heat in my cinnamon

Some lower grade cinnamon doesn't have a lasting flavor. I have purchased this twice now. It has a GREAT flavor. It is NOT spicy HOT.

How does this compare to King Arthur Vietnamese Cinnamon?

I don't know the flavor of King Arthur, but assume (from their other products) that the quality is high. This cinnamon is noticeably better than the usual grocery brands, even if you take into account variables like freshness. Its taste is complex, rich and smooth. If it isn't exactly what you want, it is still a good value.

Is this from Vietnam?

Yes. It says "packed in USA", but describes cinnamon as from Saigon.
