Does this come in a ghirardelli packet or a clear baggy like some are claiming?!

I was SHOCKED when my usual order of their regular hot chocolate came in a clear bag. My usual 1.5 ounce packets had shrunk to .95 ounce and looked like they had been tumbled in a dryer. A light dust of cocoa powder was everywhere. Honestly they looked like they had been sitting on a cheap motel morning buffet for months. I called AMAZON and was issued a refund and I threw the packets away after trying them and feeling sick. I reordered and got my usual boxed 1.5 packets within days. AMAZON, get rid of the nasty plastic bag shipments. You are cheating customers by selling smaller older packets without telling your loyal buyers! Not cool!!
