Is this item cruelty free?

Neutrogena is and isn't cruelty free. The products in the US are, in fact, cruelty free, but in other countries like China (where animal testing is still required), they are not. And Niki, don't be rude. Someone wanting to know if a company is cruelty free isn't a bad thing. How else are people supposed to find out? BY ASKING.

I always get confused with the order of application. Is it toner first then this or vice versa? Sorry for my ignorance. Thank you.

First off YOU R NOT IGNORANT! I only use water on my face in the morning, I suggest this for all my people here's why if you are not out at night digging ditches or having wild crazy sex, lol, no need to use a cleanser, unless your derm tells you to, water will work just as well & give your skin a nice drink. Never apologize for not knowing as this is how you learn, have a great skincare journey :-)

Should I apply when the face is wet?

I'm not really sure "wet", but perhaps "moist", as is recommended for your entire body. Step out of the shower, pat dry, apply moisturizer. That's what I've always heard. I sometimes use a body spray before moisturizing (or facial spray, as the case may be) before application, because we live in a very dry area. I think you'll like this product.

I was recommended this by a dermatologist and it did not do much on my skin. It felt illegal to put glittery skincare on my face and did not moisturise (I am oily...). Beware that the picture shown is not really what you receive
