I am not sure. The jar says to keep out of the reach of children but nothing about children should not use it. Tussy is disributed by KCM Brands, Inc. and they would be the people to contact to ask this question.

Is this more like lotion to apply or zinc oxide ointment?

Neither. If I'm understanding your terms. It's not a lotion because it can't pour. It does not contain Zinc Oxide, that I know of. When I think of ointment, I think of something more oily. It is not oily or greasy. It is the consistency of butter that is not refrigerated. If you tip the jar over, it won't pour out. You have to scoop it out with your finger(s). I love it.
