With a fan blade can this produce voltage to charge a 12V car battery?

Mine requires a significant amount of torque to turn the shaft by hand. It might work with a big enough fan and enough wind. I could only develop about 0.2 VDC when turning the shaft by hand. I'm guessing that it would require in excess of 12000 RPM to develop the 14 VDC typically used to charge car batteries.
