Go back to original receipt where you bought it from, there should be a seller listed with contact information.

Does anyone what that white dust stuff in the box is when you open it up?

I did not have any white stuff in my box when I opened my box.

Can you actually send these in the mail?

If individual cards, yes. If the entire box, it should be put in another box with bubble wrap or other shipping stuffing so it doesn't bounce around.
