Do these scissors separate for cleaning?

They do not separate. And I would wash/dry them by hand to prevent rusting.

Can these be used to precisely cut paper products as well?

I use mine to cut things like wrapping paper as well. I personally would not use them to cut fabric or make precision paper cuts just because these have fatter blades that could get in the way of seeing where you are cutting.
