Does this radio need a license if it’s default settings?

All pre-programmed radios no not need a license. This also means that someone else my have or be close to the same freqs which can be an issue.

Can this radio be wirelessly cloned with the old model KT-3300 or can you deliver it programmed to my frequencies?

Thank you. We are not familiar with the KT-3300 line of radios. As for programming, the radios that are stocked at Amazon are set to default frequencies. To get the best answer for the two different models, please call Kenwood at 888-801-0200.
