I think it is a sort of rat tail. It is a hatchet intended for light chopping of small wood or butchering meat and bone.

Single edged. However, do not use the hatchet for anything larger than a twig. The one I have was used on a limb and the hatchet split after a few swings. Cleaning off a branch with small twigs is fine.
