I think it would do that size hole but needs to be clean.

Will the step 1 epoxy putty seal to the pipe crack even if the crack continues to seep moisture (even long after water is turned off?

The product is so strong and fix all cracks in my opinion. I damaged the sprinkler’s pipes and fixed it by that. It was last year and still works well.
