My bulb has only lasted 4 weeks, is this normal?

No, definitely not. Mine is still working after nearly a year although I swapped it out after 7 months due to the UVB getting weaker over time. Check if it's set up correctly, if it's not connected properly it might blow the bulb. I had it turned too far to one side at the beginning and it started flickering.

Is this suitable for bearded dragons

No it is not, it is for nocturnal animals.
