Will these clips open to clip over hard material that is 1.3 inches thick?

You are on the borderline of the max. 1.25 inches is do-able if the clamped substance is not slippery and the clip jaws can grab. I think the 2.4 inches is measured at the very top but the walls are slightly bowed inward.

Are these binder clips made in China?

There are no markings on the clips, so I don't know the country of origin. They were delivered in a padded envelope that says nothing about the contents. Any internal wrapping that may have come with the clips has been discarded.

There are 8 clips in the order. (Pcs means pieces.)
