Can i use this to acid wash my tshirts?

This is not a detergent, its a mild disinfectant

Can we use this solution in Sanitizer Gun?

Yes, you can use this in sanitiser gun at recommended dosage 100ppm

I recieved today but I want to know wether it is effective to disinfact indoor indoor air if yes what is the formula for dilution?

Yes it is effective indoor. 100 ml of this acid HOCL 400 Ml of water will make 100 ppm solution. That is recommended to be used.

Label says this has neutral ph? hocl is effective when acidic and lower tha 5.5 ph. does this means this is 75% hypochlorous acid and 25% hypochlorite

You have rightly said the ph should be lower than 5.5 Our claimed pH is between 4.5-5.5. However, after dilution the pH is neutral is what we wanted to tell the audience We can provide test reports as well incase someone enquires
