I have opened my travel lock with 000 combo and then reset it with a new combo. Now lock will not open with either combo. What do I do next to open it

If you read the instructions, if you forget the combination, you can open it by following the instructions. I’ve done this at least 4 times. The numbers are a little hard to see to line them up under the arrow. The numbers are shiny & easily read wrong in the bright light. But I really like mine. The cable is 5.5 inches long, has a metal twisted cable inside a clear, tough cover.

what is the diameter of the cable?

The diameter is small, small enough to easily fit through the holes on luggage zipper pulls. Even though I haven't tried to, I'm guessing that wire-cutters would easily defeat the lock, but the same could be said for pliers on the solid-staple version. All this lock does is serve as a suggestion to use time more profitably elsewhere, but that can be enough.

Would these hold up to outdoor use?

I would think so. Mine are used for regular travel

Couldn’t someone just reset the passcode if they found it by pushing the button in and putting in a new code?

to what end? You have to have the code in order to reset the code. The only time the suitcase it's out of your control is when the TSA or baggage handlers have it. If the lock or case is open and there is a thief standing there, they will steal your stuff, not reset your lock code.
