Can the usb c port be used for transfering data or is it only used for charging?

To be perfectly clear the USB-C port can only be used for charging, not data. I hooked this up to my iPad Air (5th gen) and could see Ethernet show up in settings but attempting to hook up anything to the USB-C port did not show up.
