No bleach. The SaniSolution is concentrated in the Cartridge and mixes with water in the bowl to clean out the unit. The contents are similar to what vets use to clean their exam tables.

Can you use it without these and just use water?

NO, it goes into the geni slot and the rest is worked by the geni.

If you own a cat genie this is one of the products you need to run your machine properly. the cat genie is a fabulous product and it doesn't sound like your happy with it. you can call cat genie directly and ask your ?, after some more explanation, i am sure they will be able to answer you to your satisfaction.
