Depends on what setting you put it on. You have 3200 for tungsten lighting or 5600 as sun light gives off a lot of light. You can adjust how much light you want 0- to 100%. Hope this helps.

Is there a way to mount this on a smartphone?

I don't see an easy way to do it. It is nearly as big as a smartphone. It is easy to mount on a tripod. I think you can find a way to do it if you do some research.

Will this fit with a rebel t3 and t3i canon camera?

It will, It should mount on the hot shoe or "flash" mount on top
