Do these keep the rails cool?

Theses grips definitely keep the rails cool enough to grip them. Much better than a hot metal rail :)

Is this pool rail grip fade ? Is it UV material

It took over 3 yrs for the original one to start to fade it’s a good product. Safety first, to keep from handling a hot pool rail .

Can you cut the length down (due to Zipper)? I need it to be 2-3' long (or does it come in this size?)

I’m pretty sure it wouldn’t work, unless you know how to sew? Mine works great as is. I would attempt to find one the right length, so you don’t have to hassle with it. A friend couldn’t find one to fit so he bought nylon ski rope and wrapped his rail, works excellent. Hope this helps.
