Q: can you use jim shoes with these fins

You definitely need to wear shoes in them. As long as you protect the back of your heels from the strap because it could rub and create blisters against bare skin. Diving booties would be another option perhaps?

Q: Do these fins stay on your feet? And, if not, do they float?

I bought my pair last year and fished the whole season with them and never had a problem with them coming off. If by chance one would for whatever reason they have a tether strap that fastened above your boot to prevent the loss of a fin. They do not float.

Q: Can these be used with wading boots? A previous question and answer indicated that these propel you backwards. Is that correct?

Yes they can be us d with wading boots and yes you use the technique of cycling backwards and they propel you through the water fast
