No the handle height is not adjustable on the one I purchased.

I have a problem walking and I need a cart with brakes. Could you use the brakes in this cart to stop it suddenly?

The brakes aren’t activated by your hands but by your foot. If you have trouble walking and need to brake it quickly, don’t get this cart. You will end up falling while trying to activate the brake.
