Can you put the tape on a painted surface without it taking the paint off when you peel it off?

As long as the paint is fully dry it's fine however I typically also stick it to my leg a few times before sticking on the fresh paint to just reduce the stickiness a little if that helps

Will this damage paint on cars?

No,it wont the only time it would pull paint off is when someone has poorly prepared under coat as in no preparation like keying in the coats with wet and dry sandpaper
